Government contractors in the Gulf
AI for government contractors and holding companies in Saudi Arabia and the Gulf
Vantage Systems builds artificial intelligence (AI) systems for contractors and holding companies that bid on Saudi and wider Gulf government tenders: agents that read every file in a tender package and list what the bid requires, and operations dashboards that track projects, contract value, billing and collections. Both handle Arabic and English documents, and one of each is already live with a Saudi holding company.

Three problems we hear from government contractors in the gulf operators
Senior people spend days deciding whether to bid
A tender package arrives with a terms booklet, technical specifications, a bill of quantities, drawings and addenda, partly in Arabic and partly in English. The people best placed to judge it are the ones with the least time to read it.
A missed requirement disqualifies the bid
A required certificate, a local content form, a bid bond format or a submission deadline buried in an annex can sink months of preparation. Checklists built by hand from a long package miss things.
Contract money is tracked in four places
Contract value, progress certificates, invoices and collections each live somewhere different. Leadership asks where cash stands and waits days for an answer.
How does an AI tender agent read an Etimad tender package?
It reads every file you download from Etimad, the Saudi government's unified procurement platform, or from any other Gulf tender portal, and returns a structured list of what the bid needs. That covers eligibility conditions, required documents and certificates, guarantees, local content requirements, technical scope, deadlines and the questions worth raising during the inquiry period.
By default the agent produces a quick check that tells the bid committee whether the tender fits; on request it writes a full brief with every requirement tied to the file and page it came from. Our page on AI for request for proposal (RFP) and tender analysis explains the method, and the guide to AI tender analysis covers how bid teams evaluate it.
Arabic and English documents are read in their original language and summarized in whichever language your team works in. Defined terms, quantities and dates are kept exactly as written, because a paraphrased requirement is worse than none.
What does a contractor's operations dashboard track?
It tracks the projects you won and the money attached to them: contract value, value earned to date, amount billed and amount collected, alongside equipment and crew allocation by site. Leadership sees which projects lag on billing and which clients pay slowly.
Invoicing in Saudi Arabia runs through the e-invoicing regime of the Zakat, Tax and Customs Authority (ZATCA), whose integration phase connects a taxpayer's invoicing system to the authority's Fatoora platform. We integrate the dashboard with your ZATCA-integrated invoicing or enterprise resource planning system so billed and collected figures come from the same invoices the authority sees; we design for the requirement and do not replace your compliant, ZATCA-integrated invoicing solution.
How do these systems handle Saudi data and cybersecurity rules?
We design for them from the first phase: the Personal Data Protection Law (PDPL), and National Cybersecurity Authority (NCA) controls where your contracts call for them, without claiming certification. Saudi Arabia is our home base in the Gulf, and client data stays in the region agreed with you.
Vision 2030 programs have brought a large pipeline of ministry, municipal and giga-project tenders, and every one has to be read before a bid decision. Our overview of AI in Saudi Arabia sets out the wider picture, and our Saudi Arabia page and Riyadh page cover the local rules.

LiveSaudi holding company, Saudi Arabia
A tender agent and operations platform for a Saudi holding company
At a Saudi holding company, senior staff read every government tender package before deciding to bid, and projects, money, equipment and people lived in separate places. We built a tender agent that reads each file in the package and lists exactly what a bid needs, with a quick check by default and a full brief on demand, plus a dashboard for projects, money, equipment and crews. It is live and leadership uses it; the case study has screenshots.
Read the full storyHow an engagement works
Read real tenders together
We take recent tender packages you bid on or passed on and walk through how your committee decides, in Arabic and English.
Fix the first phase
We agree whether to start with the tender agent or the dashboard, which systems it reads from, the region its data stays in, and a fixed price.
Build on live packages
Your bid team runs the agent on current tenders each week and corrects it, so it learns your checklist rather than a generic one.
Hand over and keep running
Leadership adopts it for real decisions, and we maintain the system as tender formats, portals and invoicing rules change.
Frequently asked questions
Does the tender agent read Arabic documents?
Yes. It reads Arabic and English files in the same package and can summarize in either language. Every listed item points back to its original file and page for your bid team to check.
Does it connect directly to Etimad?
It works on the tender files your team downloads from Etimad or any other portal. Downloading through your registered account keeps access under your credentials and the platform's terms.
Does the agent decide whether we bid?
No. It tells the bid committee what the tender requires and where the risks sit. The decision, pricing and submission stay with your team.
Can you integrate with our ZATCA e-invoicing setup?
Yes, by reading invoice data from the system that already clears or reports your invoices with the authority. We do not replace that system or issue invoices ourselves.
Do you work outside Saudi Arabia?
Yes. Contractors in the United Arab Emirates (UAE), Qatar, Kuwait, Bahrain and Oman face the same package reading and project tracking work, and we adapt to each country's portals and invoicing rules.
Where is our data kept?
It stays in the region agreed at scoping, and any Personal Data Protection Law questions your counsel raises are settled in discovery.
How do we start?
Send one recent tender package and the question your committee asked about it. You can reach the founder directly at mohamed@getvantage.global, in English or Arabic.
